West Virginia enacted a 'Daniel's Law'-style provision creating a civil cause of action against disclosing the home address or unpublished phone number of judicial officers, prosecutors, public defenders, and law-enforcement officers. HOWEVER, Section E of that law was STRUCK DOWN as unconstitutional under the First Amendment in Jackson v. Whitepages, Inc. (N.D. W. Va., Aug. 2025; Judge Urbanski sitting by designation) for failing strict scrutiny — it lacked both a notice requirement and a knowledge/intent requirement.
